so what john mccain said is very qualified. you put that on top of the fact that chuck hagel has said things over the past five, six, seven years that does place him outside the mainstream of american political thought when it comes to foreign policy. i think that's fair too. so i think that's what the senate is supposed to do. they're supposed to advise and consent. i think john mccain is doing it exactly like he should do it. he has problems with it, but he's going to let the president put his person in charge. i thought mccain was very fair there. mark? you take some of the things he said in the past, they're pretty bad, but he circled back. he's talked to lindsey. he's assured some other people that those are not his positions today. >> senator hagel has really big shoes to fill. the president's first two defense secretaries, fantastic. worked well with the hill, worked well with the pentagon. i think senator mccain, unlike some of the other critics that chuck hagel, has focused on the things where there really are question

>> well, let me now defend john mccain a bit on that front. i disagree with him holding up chuck hagel for personal reasons, and i made that very clear off the top of the show. certainly with big defense cuts coming and with 66,000 troops in afghanistan. but this is the way the united states senate works. and it's the way the houseworked as well. if you had somebody on the house floor, and we saw this, going on the floor time and time again and rubbing people -- it's one thing to oppose a bill. >> right. >> it's one thing to oppose a war. it's one thing to oppose a surge. but chuck hagel seemed to relish in the great publicity he was getting by rubbing president bush's nose in it, by rubbing john mccain's nose in it, by rubbing his republican colleagues' nose in it. he was acting self-righteous and like he was the only holy man in washington, d.c. i'm not, again, defending what the republicans are doing today, but i think whether you talk to carl or anybody else, this is the way washington works. i said it about ted cruz. ted cruz is going to

you have john mccain coming to chuck hagel's defense. >> good for john mccain. >> good for john mccain. you have stepped over the line. >> there's been a pattern with the hagel debate of people going beyond legitimate public debate. we saw it on the charges of anti-semitism. now illegal money or whatever. there's a legitimate debate to have about chuck hagel or any other nominee. this is way past that. but there's an irony here. hagel, in part, got this nomination in order to bridge the partisan divide. it was supposed to be someone who would appeal to republicans. instead he gets reported out with a straight party-line vote. no republicans supporting him. this cannot be what anyone in washington intended. >> i know. john heilemann, i hate to keep bringing him up because i hate bringing up somebody simply for bad behavior, but i'm absolutely flummoxed by ted cruz's short-term and long-term political strategy. you know, mark halperin told me before he got sworn in, he was a very smart guy, a bright guy, a harvard lawyer. i just don't -- this is a guy that could have such a positive impa

if you look at the faces we see of the republican party, the lindsey grahams, the john mccains, the john boehners, they're angry old men. they're not appealing as human beings. forget issuewise. and clearly the democrats have barack obama. and i want to come back to a debate that we were having. you've covered president after president. it doesn't matter how they shift on the issues until they have the right delivery system, the right human beings who are not tone deaf to an attitude that this country wants. they're never going to get back. ronald reagan got that. to your point earlier, john connelley didn't get that, joe. we said this off the air. that's why he was not elected president. i think it's all moot until they change literally and figuratively the faces of the party. >> well, it can't be just the cosmetics, however. >> not cosmetics, but humanity. >> a combination of the two, it's about the subject matter they're dealing with as well as the manner in which they present it. ronald reagan -- my favorite story about ronald reagan was when he was in a deep recession, they decided

john mccain has raised those issues. but in terms of the democratic group and actually susan collins was one of those as well, the 11 senators led by john wyden and three of them are on the committee including wyden and susan collins, and they were pushing for the release of this. and then mike rogers on our air yesterday, the house intelligence chair not in the confirmation process, but he lent his voice. senator feinstein was obviously working behind the scenes. and so finally last night around 6:30, 7:00 last night, the white house relented and the president called wyden. i know you guys are going to talk to wyden later. but this is a very big deal because now the drone policy is going to be central to this confirmation hearing today. >> you know, yesterday pete wehner wrote this. and he's quoting barack obama from may 29th, 2009, the famous speech at the national archives. where he says, let me be clear. we are at war with al qaeda, but we need to update our institutions and do so with an abiding confidence in the ru
